Seafood Savers Fishery Improvement Program Highlights

Introduction

WWF-Indonesia Marine Program introduced SEAFOOD SAVERS in 2009 to encourage improvement of fisheries practice and businesses in Indonesia. Referring to sustainable fisheries principles set by the Marine Stewardship Council (MSC) for wild caught fisheries and Aquaculture Stewardship Council (ASC) for aquaculture fisheries, Seafood Savers aims to assist company members to conduct improvement in their fisheries activities.

This report aims to highlight the improvements made by Sea Delight, LLC based on an agreed FIP Workplan (attached). The following highlights describe details of the improvement activities and conditions that have taken place in the registered fisheries.

Improvements made in this fishery specifically cover Detail Action point 4.3.1 as can be seen in the Workplan document. Starting May until early June 2013, Sea Delight initiated activities to begin implementing the FIP in Sendangbiru.

Sea Delight began the implementation of FIP in Sendangbiru by addressing Point 4 of the FIP workplan which is “Compliance Strengthening”. With assistance from WWF-Indonesia, Sea Delight initiated its step by conducting training on fisheries management measures regarding target species, bycatch reduction and consequences of ecosystem interactions (Detail Action 4.3 in FIP Workplan) to fishermen and middlemen. Sea Delight choose to prioritize on this activity in order to materialize the production of good tuna products (which further will help fishermen to generate better income), improve fishermen capability, and to reduce ecosystem impact.

Specifically, the goal of this first training was to share knowledge on tuna handline fishing and on board tuna handling to comply with sashimi grade standard of tuna production. The training used tuna fisheries Better Management Practices Guidelines produced by WWF-Indonesia Marine program and facilitated by a Fisheries Officer from WWF-Indonesia. Approximately 10 middleman and fishermen from which, CV.Giovanni Sukses Makmur (Sea Delight’s supplier) is sourcing their Yellowfin tuna, participated in the training.Most of them understand the issue, even some of them have experiences in practicing the proper handling of tuna. However they stop implementing the practices due to low buying price. To fix this problem, Sea Delight and CV.Giovanni Sukes Makmur agreed to increase their buying price in order to stimulate fishermen to implement the recommended practices.

As the most important stakeholders in the region, the training is expected to transform their behavior on catching and handling tuna.  By introducing the sashimi grade standards Sea Delight aims to alter the mindset of both the fishermen and middlemen to prioritize on product qualities rather than quantities. A proper implementation on the ground further will support improvement of tuna fisheries practices in Sendangbiru.

Support from other important stakeholders was received from the local fisheries authority. In order to implement proper fisheries management the Sumber Manjing Port Authority have facilitated fishermen to obtain registration of their vessels from the East Java Marine and Fisheries Agency while the port officials create a record of the registered vessels. Until this report is submitted, 116 vessels have been registered and the rest will be register later. The Sumbermanjing port office have also implemented utilization of the on board logbook record, using the national form developed by the Ministry of Marine Affairs and Fisheries. The expected recording result have not complied fully to the national standard because the fishermen is still learning to get used to and be familiar with filling out all the requested information.

Reflecting at the process explained above, Sea Delight’s processors (CV. Giovanni Sukses Makmur) and middlemen have been supportive throughout the ongoing education process on fisheries management. Result of the first training with fishermen and middlemen and implementation of good management by local fisheries authority provide a good foundation before extending to the larger POKMAS Network in Sendangbiru area.

As the next step to complete the overall target of the education process, Sea Delight needs to ensure about the actual implementation of good and responsible fisheries practices by the fishermen. Sea Delight also need to ensure the maintenance and consistencies of the fisheries local authority in implementing the proper fisheries management including law enforcement over violations of regulations.

Luwuk-Banggai

FIP activities conducted by Sea Delight for grouper and snapper fisheries in Luwuk-Banggai mainly focused on addressing Point 3 of the FIP Workplan which is “Research Activities”. In 2012 WWF-Indonesia organized several workshops on Stock Assessment on Poor Data Fisheries which was attended by Sea Delight. After receiving information on the method from the Environmental Defense Fund (EDF) scientist who was the resource person during the workshops, Sea Delight agreed to implement the method in Luwuk-Banggai. The activity will strenghten the previous logbook system developed by Sea Delight and implemented by Sea Delights’s suppliers, PT.Indotropic in Luwuk since 2010.that Sea Delight developed and applied by PT.Indotropic in Luwuk since 2010.

Beginning at the end of January 2013, Sea Delight supported by PT.Indotropic have been collecting data on landed fish and and GSI (Gonad Sex Index) as recommended by EDF. Data recording is conducted in specific areas that have been designated as samples of the overall working area where Sea Delight and PT.Indotropic operates, which are Pagimana, Pangkalaseang, and Banggai Laut.

Referring to the FIP Workplan, Sea Delight’s activities in collecting these data covers various activities as set in the Workplan which are Detail Action point 3.1.1., 3.4.2., and 3.6.2.. Data collection will be the basis of further study on limit reference point as well as stock productivity as the activity is expected to be expanded to other areas and replicated by other companies to contribute to the stock asessment calculation process in Luwuk Banggai. Further data collection activities will be conducted under a multi stakeholders partnership for stock assessment as part of complying to Action point 3.1 to strengthen human and institutional capacity for stock assessment in Indonesia.

During the first year FIP period, Sea Delight also conduct another research-related activity which is introducing the utilization of a latest innovative gadget called SPOT tracker. SPOT functions mostly like a common GPS unit where fishermen can mark the location of their fishing grounds and fish landings. However, SPOT is unique because it can also use to locate destructive fishing activities by simply touching the gadget. Data generated by SPOT will enable users to map fishing ground and by colaborating it with fish landing data it will produce information on stock productivity of specific areas.

Aside from addressing “Research Activities”, Sea Delight have also began initial activities to establish POKMASWAS as part of addressing Point 4 of the FIP Workplan, “Compliance Strengthening”.  POKMASWAS or “Community Watch” plays an important role in the management of reef fish fisheries, especially at the village level. POKMASWAS is a community-based institutions with an authority to manage fishing activities in their area. It is also authorized and obligated to report any destructive fishing activities found in their area to the local authority. In making such report POKMASWAS is obliged to include information regarding actors as well as location of the incidents.

To assist Sea Delight’s effort in establishing POKMASWAS in Luwuk-Banggai, WWF-ID request the assistance of a community expert from Universitas Tadulako to support PT. Indotropic and Sea Delight in developing fishermen community in three target areas. Starting in May 2013 where Mr. Sangadji, as the expert began its first step to create an enabling condition to form a community. By June 2013 fishermen communities have been developed in each villages complete with rules and regulations applied internally within the community.  The communities are the targeted group for responsible fisheries training that is connected directly to PT. Indotropic.
